Job description: Join us in fulfilling our mission to empower people to change their lives and exit poverity by providing vital resources and community leadership in this integral role at our ARCHES Project!The Rapid Rehousing Program Manager is a grant-funded position, renewable based on continued project funding. This role is responsible for overseeing, implementing, and managing rapid rehousing assistance programs. The manager will direct staff in assisting clients, monitor multiple grants allocated to Mid-Willamette Valley Community Action Agency, and ensure key performance metrics are met by tracking grant achievements and expenditures. This position will be responsible for collaborating with community partners, establishing processes and procedures, and collaborating with leadership to develop and refine program policies.Candidates must submit applications by 06/05 to be considered for first-round interviews.MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required.EDUCATION and/or EXPERIENCE
- Associate's degree in Administration, Social Services, or a related field.
- A minimum of two years of supervisory experience in administration or program management/coordination in a social service or community services setting.
- Knowledge of/or experience with the principles of trauma-informed care, trauma awareness, working with unsheltered or vulnerable populations, as well as best practices in homeless service delivery is preferred.
- An equivalent combination of education and experience may be considered.
- Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job, and a satisfactory driving record for the previous three years are required.
- Basic Life Support/First Aid Certification is required within the first 90 days of hire.
- Food Handler's Card or ability to obtain within 90 days of hire.
- Candidate must pass pre-employment and random drug/alcohol screenings.
- Candidate must pass Oregon Department of Human Services criminal background check.
- Candidate must pass comprehensive MWVCAA background screening prior to employment.
- Possess intermediate to advanced computer skills. Proficient in Microsoft Word, Excel and Outlook, database software, online tools, and video conference platforms.
- Ability to read, analyze and articulate technical procedures, legally binding contracts, and governmental regulations.
- Must possess excellent planning, organization and time management skills.
- Ability to effectively communicate both orally and in written form.
- Demonstrates tact, diplomacy and empathy when communicating formally and informally with clients, staff and program partners.
- Exhibits a positive attitude and engages with others in a cooperative and supportive manner.
- Ability to effectively de-escalate heightened interactions.
- Monitors grants allocated to the program, ensuring contract compliance, overseeing spend down rates, data reporting as well as adhering to additional funder requirements.
- Trains incoming staff on program policies and procedures and oversees current staff to ensure compliance with proper procedures and processes. Works to create new procedures and streamline existing processes.
- Implements changes to the programs effectively, and communicates those changes with applicable parties.
- Establishes expectations for new staff. Supports staff in developing in their roles.
- Creates processes and work plans.
- Meets one-on-one with staff to review and discuss applications and case plans, provide feedback, and monitor progress.
- Conducts regular team meetings to ensure alignment with program goals, discuss progress, and address challenges.
- Adjusts program services and procedures as needed, based on client and staff feedback.
- Prepares quality written reports as required by the program, agency, and external funding sources.
- Complies with agency quarterly and annual reports and application of the Homeless Management Information System (HMIS).
- Models full compliance with MWVCAA Safety Policy.
- Maintains appropriate boundaries with clients and coworkers at all times.
- Ability to work outside of normal business hours, including nights, weekends, and holidays.
- Specific vision abilities required by this job include close vision and ability to adjust focus.
- Regularly lift and/or move 10 pounds and occasionally lift and/or move up to 50 pounds.
- Manual dexterity for handling office equipment.

- Occasional driving in all weather conditions to community and agency sites in Polk and Marion counties.
- Regulates emotions and handles pressures of frequent demands for attention, time and work tasks.
- Ability to physically and mentally tolerate escalated behavior from clients. Able to de-escalate others and respond calmly, and lead others in a crisis.
- Works in conjunction with internal and external community partner programs serving client population experiencing homelessness, substance use disorders, and/or severe and persistent mental illness, and/or unpredictable behavior.
- Indoor work environment with frequent interruptions and demands.
- Working with customers/clients over the phone and in-person.
- This position requires on-site work. Occasional remote work may be permissible.
- Driving in all weather conditions. Occasionally exposed to outside weather conditions.
- Exposure to trash and potential biohazards.
- Variable and flexible work hours.
Expected salary: $75000 per year
